Why the year starts on January 1

January 1 became the start of the Roman civil year in 153 BC, and Julius Caesar's Julian calendar kept it when it took effect in 45 BC. In medieval Europe many places began the year on other dates, most often March 25 (the Feast of the Annunciation). England and its American colonies used March 25 as the legal start of the year until the Calendar (New Style) Act 1750 moved it to January 1 from 1752 — the same act that switched Britain to the Gregorian calendar.

Federal holiday and the weekend rule

Congress made New Year's Day a holiday for federal workers in the District of Columbia in the Act of June 28, 1870, together with Independence Day, Christmas Day and any day the President proclaimed for thanksgiving. An 1885 law extended holiday pay to all federal employees.

When January 1 falls on a Saturday, federal employees get the day off on Friday, December 31 of the year before; when it falls on a Sunday, the day off is Monday, January 2. The next Saturday New Year's Days are in 2028 and 2033 (day off Friday, December 31, 2027), and the next Sunday one is in 2034.

Rose Parade “Never on Sunday”

The Tournament of Roses Parade in Pasadena, California, first held in 1890, and the Rose Bowl game take place on January 1 — except when it is a Sunday. Under the “Never on Sunday” tradition, followed since 1893, both then move to Monday, January 2, as they will in 2034.
