From Armistice Day to Veterans Day
Fighting in World War I stopped at the eleventh hour of the eleventh day of the eleventh month — 11 AM on November 11, 1918. President Woodrow Wilson issued the first Armistice Day message on the first anniversary in 1919.
- May 13, 1938: an act of Congress made November 11 a legal holiday, "Armistice Day," dedicated to the cause of world peace.
- 1947: Raymond Weeks, a Navy veteran, organized a celebration in Birmingham, Alabama, honoring veterans of all wars, and lobbied for a national day.
- 1954: Congress, acting on a bill by Representative Edward Rees of Kansas, replaced the word "Armistice" with "Veterans" (Public Law 83-380), and President Dwight D. Eisenhower signed it into law.
The October Mondays, 1971–1977
The Uniform Monday Holiday Act of 1968 moved Veterans Day to the fourth Monday in October. The first such Veterans Day was Monday, October 25, 1971, and the change caused confusion. Public Law 94-97, signed by President Gerald Ford in 1975, returned the holiday to November 11, effective January 1, 1978. Since then it has stayed on November 11 whatever the weekday.
How it is observed and what's open
- The national ceremony at Arlington National Cemetery begins at 11 AM with a wreath laying at the Tomb of the Unknown Soldier, where an unknown World War I soldier was buried on November 11, 1921.
- Federal offices are closed. A Saturday Veterans Day is observed on Friday, a Sunday one on Monday.
- Federal Reserve Banks are closed, and post offices are closed with no regular delivery.
- The New York Stock Exchange is open; SIFMA recommends a full bond-market close.
